Does the engine run? If it does, crack the wheel nuts slightly lose, put the car on axle stands and then stick it in gear. Spin the airborne wheels up to 50 mph and then jump on the brakes, repeat a few times - try reverse too. If you're outside where escaping wheel nuts can do some damage then forget it!

undo the nuts, then use the digger to lift it up and drop it a few times... please youtube this
I've never had one that stuck. ones that are a bit stuck, i have been on my back and stamped on opposite sides, rocking it. Maybe try bouncing the spare hard on the tyre will help.

I always copper slip the wheels on my cars, this is a non runner bought for spares, I have had it running but some time ago, should have got the wheels off then. Looks like it's been stood in salt water for the last ten yearsthere is a strong case for coating the backs of alloys in copperslip to prevent this, but that don't help. the digger method could go a bit too far
drive a wedge down the back of one side with the nuts loose then tighten an opposite nut this may be enough just to break the crust.

Rope a block of wood across the wheel/tyre and hit alternate sides with a flagging maul or a sledge hammer.

i'd go for the "loosen wheel nuts on the side you want off, put fence post & bottle jack between wheels, operate jack and wheel should come loose (with a bang probably as the rust lets go). Then put wheel nuts back on, not tight & loosen other side & repeat.
I had to do this with my old toyota land cruiser & always worked with no damage

That's the method I will try next, all the nuts are off, they were a basta of a job too, not only were the threads rusted, but the rust was up inside the SS cover so no spanner I had would grip or fit. Had to cut the damn covers off
