Rangerover l322 heater controls, no lights on at all

Hi, I've got a 2006 with no heater controls what so ever. If I unplug the black plug at rear of controls, rear heater blower comes on cold, there is power at the 3 pin plug at rear of controls. Bought new heater control panel but no difference, still no lights or blowers etc, any ideas would be great, cheers james
