Pressure in Fuel tank

Have noticed recently that when I go to fill up there is a large amount of pressure build up in the fuel tank . any ideas whats causing this.
L/R is 1990 110 truck cab with 19j 2.5 turbo diesel 225,000 miles and p***ses out tons of white smoke when it starts.
