Power low, no turbo from cold

Hi guys, can anyone offer any advice or suggestions please?. I have a 2003 Disco 2 which is gutless from cold (especially when going up hill). The turbo doesn't kick in at all on most occasions (usually when driving from a cold start), (and more importantly when it's a warm day). When it's damp or raining bizarrely it happens less frequently. Once it's up to temp it becomes a different vehicle. When the turbo does kick in it pulls like a train. Any ideas guys?. Not sure mate, what is this and how do I check. Thanks for your response.
