Possible Split Boost Diaphragm

My Land Rover 90 has the following symptoms:

  • Loss of Power
  • After stopping there is a fast drip of diesel from the outer side of the fuel tank, which stops after about a pint.
  • There is a thin film of diesel on the rear of the vehicle after a long journey
  • There is a hiss as I open the fuel cap.
Having looked at other threads, I guess that the Boost Diaphragm may be split which is pressurising the leak off pipe, which is emptying its contents when I stop (and I guess constantly leaking when mobile)

Am I on the right track?
 
I've just had a similar problem with my 2.5TD which just turned out to be the petrol cap.
The cap should rattle when you shake it. If it doesn't try replacing it.
This is exactly what cured mine.
