pipe fitted incorrectly? Help me Guys!!!

Hi guys, hope someone can help! I am servicing my 2004 Freelander TD4 SE myself for the first time I am also fitting rover rons synergy 2 box with a new maf from ron and a EGR bypass.
I have found a rubber vacuum pipe? that is held in place along with a bradded pipe up the plastic turbo ducting (by the maf sensor housing) it then goes behind the engine out of sight, when I found the end of the pipe I was very surprised to find a small in line fuel filter fitted in the end of the pipe, the other end of the in-line fuel filter is not connected to any part of the engine, can any one tell me where it should be fitted.
 
Hi, I to have a freelander TD4 and this filter just hangs their, i have seen many posts in the past on this and it seems thats how it is ment to be.:)

:) Found this post "freelander TD4 wobbley tickover" and it is correct, it's a vacuum filter, so only one pipe connected as it draws air in from the open end of the filter, looks like the old class in line fuel filter, but it's plastic.
