Freelander 2 (LR2) PAS Hose Hex bolt removal

Have now connected the new pipes topped up fluid, started engine to get steering lock off then moved steering wheel left to right, topped fluid up again and drove about 6 miles and steering went heavy and was difficult to turn. No obvious whining coming from PAS motor. Thinking of taking pipes off again and reconnecting. No sign of leaks. Any thoughts what it might be?

It the steering isn't leaking, then removing the pipes won't help.
Did you run the engine to purge the system, or turn the steering from side to side before starting the engine? LR specially say to turn the steering from lock to lock with the engine off to purge, which is actually the recommended procedure for all hydraulic steering these days.
The reason being is that many pumps are now of the variable displacement variety, which don't like air in the fluid, as it can cause damage to the variable displacement system inside.

Couldn't get steering lock off without starting engine. So sounding like PAS motor?

You can always get the steering lock off without starting the engine.
You simply don't press the clutch or brake pedal when pressing the start button. Doing so puts the ignition on, without starting.
If the steering has gone heavy, then it's likely the PS pump has been damaged by running it with air in the fluid.
It might free up in time, so try driving it for a few miles.
