Do not just use hammerite.
Hammerite has not been a good 'over-rust' paint for many years now.

I did my axle a year or so ago. Fully stripped it to bare metal with wire brush on a grinder back to solid shiny metal. Just over a year later and it is clearly rusting away underneath. (Spidery legs crazing all over the shop).

The landy in question has not even been out of the garage since being done.

Hammerite is NOT the answer to your rusty problems......

If you want to do it properly, Strip it. Kill rust with a decent killer such as Bilt Hamber (not kurust or any of those other mickey mouse halfords specials), zinc primer it then overpaint.

I opted for the mickey mouse halfords kurust, followed by zinc primer, followed by hammerite after grinding back to bare metal.... so far so good, last 90 seemed ok as well.... may go n stock up on hammerite though before they go bust selling crap... surprised they've not gone under already... :) , fortunately the diff pan is in plasticote not hammerite... phew :)

Cheers Steve
