P38 4.6 LPG viscous fan

Hi Guys.
My viscous fan seems very stiff to turn by hand, I have tried turning a different viscous fan on a P38 4.0 and it spins freely.
Which is the correct version?

and if mine is incorrect what is the solution ?, my fan is about 18 months old

When the engine is cold you should be able to turn the fan by hand easily. Maybe a little resistance at first turn or so but should free up. When engine is hot should be difficult to turn but not impossible.
