Saltash is only just in Cornwall, and there are many more lanes in Devon. over the bridge.
Best plan would be to join GLASS and contact the Devon and Cornwall rep, he will know all about that.
Off road sites, I don't know that area very well, but I think most in West and Mid Cornwall have closed down. so maybe the same there.

The biggest club is Cornwall and Devon LRC but you might have to join as opposed to just joining an event for the day…

If you’re visiting, it might be worth seeing what groups there are on FB. Otherwise, as mentioned, GLASS is a good bet which will have a local rep who can advise on local trips and events.

Are you after greenlaning or off roading? If off roading, a pay and play site would be the best bet.

Never done greenlanes only pay play so want to try both

A quick look online shows numerous off road sites and at least one all makes club relatively locally to Cornwall. C&DLRC are very much a competitive club, which from my time in a local club in the west county is the case. However, they may still be able to offer advice.
GLASS is the best bet for greenlaning.

If you're doing a green lane you're best off going with someone else and remember it's still a road. You're generally going for the challenge and the views, not to see how stuck you can get

That is right. CDLRC are mainly about running competitions, and unless OP wants to drive in those, he will be better off spending his money on GLASS.

With the offroad sites, what I have found in Cornwall is that what it says online isn't always what happens on the ground, so I would always suggest contacting the owners or organisers of sites by phone or email rather than just turning up.

Very few lanes in Cornwall are challenging enough to need a winch, most are short, and some are partially or fully surfaced, because there are people's houses along them which need access.
When we used to do our laning trips down West, we always used to schedule a food stop, either for breakfast in a cafe before the start, or for a pub lunch at the end of our routes.
