No fuel from injector pump

So I have been struggling to get fuel out of my injector pump on a 300tdi I have fully rebuilt the pump and I an still getting no fuel out the pump however I have discovered that I an getting fuel before the delivery valves but it is not creating enough pressure to open them (I think) basically I'm wondering if it needs just a new pump or if I can fix it as I am skint
