No Choke?

Hi,
Having trouble starting when cold. Pulling the choke only seems to move the plate a tiny fraction. It looks to me to be set up incorrectly, see picture. Any advice greatly appreciated

Reassembled wrong? Shouldn't that plate rotated by the pulling on the cable be pulling that stud that sticks out along its top surface up a slope? At least that's what it looks like.
But I don't know. Will look for weber 34 adjustment pics on the web to see if that's the case. ....... hold on.

Looks to me as if the plate needs to be turn 90 anti clockwise first then connect cable.

Something ain’t right that’s for sure.
