It seems the nut loosens then tightens after just a slight turn should I use a bit more pressure and keep opening/loosening the nut....

it may have a lock nut on the end,
you would be better fitting the correct wheels tho.

What he means is wheels with a bit more -ve offset so you don't have to adjust lockstops and keep the same turning circle.

yeah its a normal nut for locking the stop bolt not a nyloc head nut.
