New clutch is high?

Finally I've got the old girl back on the road in full 300tdi factory guise, engine, box floor plates etc, but for some reason the clutch feels high? It's had a new clutch kit while it was all stripped, the systems fully bled with a good pedal, and I've adjusted the pedal position today to the workshop manual spec of 140mm from the floor. The bite must be within the last inch of travel is this right?
I would have expected a new clutch to be further down than this, it does feel a bit strange, as tho the clutch has done many many miles?
No slipping at all and the pedal is really light for a 200tdi pedal box which is nice, it's just the high bite point has me wondering...
 
if adjusting master cylinder rod doesnt help you can get shims for going between slave and bell housing, though it could be a poor new parts
 
Yes I've adjusted the rod and pedal position to the manual specs and it's pretty much the same. Never thought of slave shims, is that normal practice would you say?
