my wheels feel loose??

hi
i got a swb 90 and the rear wheels i can move by grabbing hold of them at the top an shaking, there is excessive play and dont know where from. any ideas please? its both rear wheels!!!

nuts sound, and doesnt sound like bearings, and both rear wheels have exact same play in um?

go to page 9.10 in the haynes manual, look at picture 8.7 ,bend back locking washer ,tighten up large nut ,bend back lock washer,fit new gasket ,top cap back on ,jobs a gooden .i had it for m.o.t fail .passed.
