A lot of the cheapo's are as accurate as my fluke these days, the technology moves on.
Have a look at CPC.co.uk, Tenma do a very useful digital clamp meter, you can use it as a normal ohm/volt meter but also with the clamp check current without the need to disconnect the battery. They also have a good range of cheap DVM's.
 
I've got fine calibrated instruments costing hundreds, only difference between those and my pocket cheap as chips one is merely in the 0.01-5 error area, so don't spend a fortune unless you're a loaded perfectionist.
