ive got an issue with the rear arch mudguard mounts being rusted very badly. They are now allowing the body panel to flap about. Upon a quick inspection I can see that the upper part of the mount where it's bolted/riveted to the higher part of the arch is broken and I'm trying to find the best way to attach my new plates.
Also, how do I attach the bracket to the actual panel ?

Rivets, self tappers, nuts and bolts are all your friends.

Where the top of the mud flap bracket meets the arch was rusted through on mine as well, I used tek screws to fix a piece of aluminium to bridge the gap. Looked quite tidy after a coat of stonechip :p

+ 1 not that I’ve had to go there, but looking what’s involve just in case, that is the logical way to do it. I would use stainless nut and bolts. :)
 
I had a similar problem with mine. I had some suitable sheet in the garage. I painted the finished rresult in POR15 and it is still ok now. I don't know if these pics are helpful
