lower swivel bearing play?

Hi my disco failed MOT on front o/s play in wheel (+ other things:mad:). I checked and re-tightened the hub so not the wheel bearing so obviously the swivel bearings. the play seems to be at the bottom swivel bearing so just wondered if I take a shim out the top bearing pin will this pull up the bottom pin thus tightening it up. or am i just wasting my time and tightening the top which seems solid enough.
 
the -play will be at the top with wheel on the ground ,and at the bottom with wheel jacked up ,removing shim from the top will remove some or all of the play in either,though its possible for either bearing to be knackered and removing shim not be enough or wise should be noticeable in smoothness of movement lock to lock by hand
 
Our RR had this problem. The swivel bearing at the bottom was loose in the housing. I don't know how it got that way, but it meant a new swivel housing as well as a new bearing.
 
I had this with my MOT they said it was the wheel bearing.
Removed a couple of shims,put back together and checked for play then repeated untill all play was gone.Think i removed about 5 shims!.
 
Cheers fellas, will try a few shims, it cant hurt can it and if the worse comes to the worse then I'll just get new bearings. They arn't that expensive but I really cant be arsed after doing the complete swivel ball and bearings on the otherside last month.
