low on power when starting

My 97 disco 300tdi seems to be low on power until the engine warms up (20mins). It gets a regular service and is well looked after but I'm stumped over this problem. .. has anyone else suffered from this?

Think they are all like that. All 3 of mine are the same.i did the egr blank and that did help a bit

I've done the egr blank, De cat, turned the pump up a bit and it's still like it....... would replacing/ cleaning the intercooler help or is it just how it is? I can't remember it being like this when I bought it
