Looking for Help Heater Blower

Range Rover P38 2001 - Having an issue with the Blower on the heater. The Blower is running about 3/4 speed and will not turn off. I Can turn it up to MAX but not down. When I turn the control the digital display indicates the lower setting but the fan does not respond. Does anyone have any thoughts?

Alot of vehicles have have a rheostat/resistor to control voltage to the heater blower , sounds like that could be at fault
