Is the pedal rock hard with no travel? This oftens means the m/c pushrod is not adjusted correctly. If so Back it off a bit.

open bleed nipple on one of wheel cylinders, if pressure is released and wheels now turn then its the master cylinder pushrod incorrectly adjusted. Unbolt MC from servo or pedal box (if no servo) and adjust rod length - it needs to be made shorter.

In fact i think the rod can be accessed through the top of the pedal box and adjusted, without unbolting MC (been a while, can't remember for sure
)
