lack of power

my 96 disco has a lack of power,ok it has 235/85/16 wheels but would this result in a lack of power.

also took off the turbo hose this has some wet oily residue is this ok?

normal if oil loss isnt excessive or is smoking ,see if air is entering fuel system clear plastic pipe in between filter and front banjo on injection pump ,common faults are rusty pipes especially feed pipe lhs one under boot floor ,sedimentor rear rh wheel and lift pump
