your saying you only have to block off the inlet manifold one and the exhaust one isnt nessesary and you can leave it as is

Yes. It doesn't matter what end is blocked. Once no gas can pass, the EGR is dissabled. You can can pull the pipe off the vacuum actuator and block the pipe for additional reassurance if you like.
