Is a Snorkel a 'Modification'

Technically yes. It isn't performance enhancing so it shouldn't effect your premium though. I have notified my insurance company of every single thing that I have done to my defender and it hasn't cost me a penny.
 
Short answer: yes.

Long answer: anything that isn't factory fit is a modification and thus should be declared to the insurance company. I have declared my winch, snorkel, roof rack, steering guard etc etc.

NFU (who are my insurer) are more than happy with everything I have added and don't seem that interested, but I can gurantee that when it comes to claim time. Anything, and I mean ANYTHING that hasn't been declared will give them wriggle room. It's an insurers job to try not to pay out.

Some people have suggested taking photographs of your car with modifications and post a copy to your insurer asking them to keep them on file which I think is a superb idea.
