Intermittent Power loss 200 TDI - mainly going up hill

Hi all, I'm currently chasing down what I think is a fuelling issue. About 3 weeks ago, going up hill, the engine pulled power (like if you had hit a puddle), power came back straight away, this happened multiple times. However, a couple of days later, going up a small hill (just after starting up), it lost power and I had to stop to let it settle (rough running, no power at all). Eventually cleared itself. I then stopped driving it. I replaced the fuel filter, (oil change, air filter) and for about 2 weeks it was running fine. However, the issue has now come back. It seems to be mainly going uphill (maybe i notice it more??). I don't think it's the turbo - the noise from that is consistent.
I have attached a photo of the inside of the tank - I have added Wynns water remover - for the 20 min drive home issue still seemed to be there.
If anyone has any ideas, please let me know!

I have added a biocide, and system cleaner as well. I then ran it for a bit and turned it off without allowing it to idle. When I checked the fuel filter, it was about a quarter full which seemed odd.
That could point to the pinhole theory perhaps?
 
Yes? Also check action of lift pump. IP can usually pull diesel from the tank on the flat, uphill, it might not.

Turned out to be (almost unnoticeable) but very much perished lines, in addition to a lift pump that was not really working anymore. Replaced these, haven't had the issue come back in over 600 miles. Thanks for the advice all!

See on a modern car you would have to have read the codes, then taken an educated guess on which over priced part to replace which would be almost impossible to access, then hope that you have fixed it, 200 tdi under 50 quid job done.
