I have checked my timing on my 300tdi auto and it needs adjustment but if I slacken the 3 bolts on the pump pulley it does not seem to release the pulley from the pump drive , If I try and turn the pump shaft with a 22mm socket to advance the timing it is like a spring loaded shaft and just returns to where I started from, Anybody any ideas, could the pulley just be stuck on the pump drive even though I have released the bolts.
or am I doing something wrong.

IPs are hard to turn and will spring back too. You need to tighten the blots while holding it against your pin
 
Take the tension with a socket / ratchet if required, then get the pin in place, then tighten up the plate.

Remove pins, rotate the specified number of times etc. Put the flywheel pin back in and make sure you're still good with the pump pin.
