idle control valve stuck

hi i have a 97 3.9 v8 disco it struggles to start when cold first thing on a morning it turns over and over firing but wont start and run when it eventually starts it black smokes as if its to rich but i think its just because its been turning over for so long today i spoke to a land rover specialist and he said it could be a stuck idle control valve anyway took it out today doesnt move in or out would this cause bad starting when its cold she starts mint when warm any help would be appreciated

How did you test the stepper motor?

Have you checked temp sensor? Is MAF reading correctly?
