Hi,
Defender 110 TD5 1999

Can anyone identify the component in the picture for me.

It is situated in the engine compartment, drivers side (UK).

Also should the lead in the picture be connected to something ? It is a blue wire(or tube) witg a right angle connector on the end like a small HT lead or it could be a vacuum pipe - don't know.

Help please.

I'm no expert but I think it's part of the EGR system.
 
Yes, part of the EGR mechanism by the look of it. I think that blue thing that doesn't appear to be connected to anything is a vacuum pipe rather than an electrical lead. Has the EGR been removed? it's usual to plug the end (a small self tapping screw with dab of gasket sealant on will do).
