ideas ? struggling to get over 70mph

2001 td4, with synergy 1, struggling to get over 70mph the other day weather had been a torrential rain storm,:( engine running well but did not want to go above 70,
i have removed the turbo solenoid and pulled it apart, all seemed ok, and now refitted it , going for a test run soon, will report back,

any other ideas ?
 
Check for any splits in your turbo hoses, also check the secureness of the jubilee clips.

Have you cleaned your inlet manifold out (blanked the egr)?

What sort of MPG do you normally get?

Finally, have you checked your tyre pressures?

70 mph wind against you
 
just back from test run, and all back to normal, reving over 3000 rmp and goes over 70mph easily,
fuel pump was renewed a few months ago,everything else that has been suggested has been checked,
although it was a very severe storm and very winds the problem continued into the next day, hence my reason for removing the turbo solenoid valve,

what do you guys think about this , if the little filter attached to the solenoid became blocked/soaked ,could that cause this issue, i find it hard to imagine as its tucked away at the back, but it was quite a wild storm
