If you look back at the diag 3 and 2 have been swopped over for some bonkers reason which is why I used a multimeter to make sense of it all.
Basically power goes from 1 to the bimetallic stat. When it closes,i.e. calls for power it connects to the load connection which then makes the relay back at the consumer unit close so power goes to the under floor heating element. Once the temp rises to the point at which the stat opens power to the relay is cut off and the element gets no more power until the reverse happens.
So it works. It is either closed or open, and in the open position the power goes nowhere.

.So all it’s doing is switching a relay somewhere else that takes the load for the floor element.
Why I didn’t think of that when you said you were gonna connect the load across a bimetallic switch

There are 5 zones at 10 amps and one the lounge-diner the biggest room at 20 amps if you look at the consumer unit. But these are then subdivided, for example, the guest wing has 3 zones, 2 bedrooms and the night hall and the bathroom.Ah you see information is king

I used the term "load"as that is what the frogs call it. But it sure as heck ain't the full load!!
