Hub felt oil seal

Rebuilt my series 2a front hub last week to replace the hub oil seal. I replaced the main rubber hub seal at the back off the hub but couldnt for the life of me work out where the small felt oil seal (RTC3515) that was provided in the kit should go. There wasnt one on when I dismantled and the manuals make no mention of it. Left it off and no leak yet but where does it go?? any ideas??

it seals between the drive flange and the halfshaft/stub axle

it needs to go on the shaft before the flat washer and the castellated nut
