Hole in bell housing

Evening all, was checking round the starter connections and noticed a 2" by 1" hole cut in the bell housing. Looked like it had been drilled in the 4 corners and the rest sawn out. it is a R380 in a 1996 300tdi. I don't think it's meant the be there but just to make sure thought I'd ask you guys. I can only think its been done to inspect the clutch.

That could make sense. Why do people always cut corners instead of doing a job properly. I've had the truck 2 1/2 years now and have only just noticed it. Oops.
 
The push rod will have fallen out of the fork or something and someone has bodged it.

I would weld a piece of aluminum over it, try and get some strength back - my concern is that it may reduce the intergrity of the bellhousing, it could then crack and you will end up with real issues.
