can anyone share some light on what it is and does also there seems to be a spare vacuum type pipe next to it ?

Many thanks James

Is it a face-lift TD4?

If so the only thing I can think of there is part of the fuel pump and filter or fuel burning heater pump. Not clear enough to be precise.

My main concern would be the obvious structural rot on the chassis near the subframe bolt and the handbrake cable retaining, ahem, clip. I am being kind!!!!

Hi I have a facelift td4 2005. I don´t have that swhitch in my car, I don't have burning heater.
There is no vacuum pipe, it is the sheat of the brakes cables.

I'm with andyfreelandy, the most worrying is the "structural rot on the chassis near the subframe bolt and the handbrake cable retaining"

Absolutely Andy. Unfortunately this FL1 is literally turning to dust, and I'd be surprised if the MOT tester passed that rot. I've never seen one that bad.
I definitely wouldn't be wasting much time on it, as it looks too far gone to me.
