is it half and half or just scattered heating ?
easy fix is to check your insurance includes the windscreen replacement

When the screen is misty you can see the elements that don't work about 30% of the screen doesn't clear.

You have a fuel burning heater, it should de-ice in no time with the car heater.
A heated screen is only needed IMO in places like Canada where it can regularly get to minus 30C with falling snow, heated wipers and washer fluid are also useful in those conditions
Not if you programme it to come on before you go out or use the remote.
Have you reported the problem to BBS?
it's the way to go tho, new windscreen which at our place has a 5 year guarantee against anything other than it getting broken
