According to the Haynes,you have to remove the centre armrest/storage box and adjust the cables there. Hope this helps.
 
I would drop the drums off and check for problems before adjusting the cables. Usual problems are seized or inoperative adjusters or the handbrake mechanism inside the drums has seized.
 
The pivit point where the cable joins the shoes have a habit of rusting solid, take the drum off and clean it. I also changed the shoes to Mintex, huge improvement.
 
Similar trouble with mine, I took the drums of, stripped and lubed the mechanism, don't forget to copper grease all the contact points between the shoes and the back plate. as stated above the pivots where the cables connected were rusted solid, works like a charm now.:)
 
Make sure the auto adjusters work, on the later brakes the spring steel lever can bend out of line and doesn't allow the ratchet to work.
 
not tried yet, just done wiring faults, track rod end, fuel pump, w/washers etc, i have joined the head under the bonnet club with a freelander,on the plus side only cost 500 with 6 months tax so dont mind work.will take drums of and look at over weekend as trying to take a diesel injector pump of a escort for repair.at least i know where to look now.
