Are you sure you have a problem?
The glow plug light won't come on if the engine temperature isn't low enough (below 15°C IIRC). If the engine is above 15°C, the plugs don't activate before starting. The ECU will modulate the plugs after starting, to clean the emmision, but will shut them off once the temperature gets to 30°C or so.
 
Cold and raining. But the huge concern is i dont get no power to glowplugs. Not at all.

It's common to see no glow plug light here in the UK, from mid spring, to mid autumn. Like I said in post 2, if the engine is above 15°C, the ECU doesn't power the glow plugs to start the engine.

Is your engine not starting? If so, no power at the plugs is likely to be a red herring.
