Front end of a Disco question..

On the front n/s of my disco there is a tray under the head light..

But on the o/s the tray is missing or not needed that side..

What is the tray for and do I need one for the o/s..?
 
Cheers chaps.. :) Its been a while since I took the grill off and I never noticed at the time..
I will try to find me a scrap one I can weld on..
