Hmm Diesel is it? Have a look at the rubber pipe work at the turbo. I've read that it's common for some to split /crack and leak boost pressure. I cheap and easy fix perhaps.

Do you get anh engine warning lights my 2005 td4 was doing the same and it was the low pressure fuel pump. There behind the rear wheel arch. I believe yours is different and has a pump in the tank instead but I'm not sure if you would experience the same problem still worth checking though

It sounds like the low pressure fuel supply is poor. Change the fuel filter and drain the sedimenter. Does it show a warning light?

The TD4 isn't a very revvy engine. Most stop revving at about 4.1K off load and about 3.5K on load.
