I can't help with anyone in your area, but there's nothing special about the parking brake. It's just like any other car with drum brakes.
In my experience, it's best to just have everything replaced, including the drums, shoes, springs, and cables. All the components will be approaching 20 years old anyway, so it's best to start afresh.

Usually the levers that the handbrake cable attach to in the drum are seized or the pivot plates on the shoes themselves. Be sure to slacken the adjuster by the handbrake lever then as above, renew and free up parts as required. Ensure shoes just rubbing drum when centred then adjust cable in the car to achieve 2 to 3 clicks for on and 6 or 7 clicks for fully on.

I just inherited a Freelander 1, 1800 Petrol, 2005, I think in the Land Rover world this is referred to as the facelift model? Please correct me if I am wrong. It's all in good condition. Just wondering where the best place is for me to obtain good reliable parts, do you have any suggestions? I did read a little about the clips seizing, would this relate to my model? Be grateful for any information and does the forum ever meet up?

AF Factors in Southampton or good manufacturer parts from any source. Also, AF have a good catalogue with part numbers.
You do have a 'Facelift' Freelander if 2005.
Where abouts are you. There is no big meet up as far as I know but local members meet and support each other.
