It it either needs bleeding (bleed screw in heater hose near bulkhead). How is the coolant level? The heater goes first if coolant is low.
Or the heater diverter flap isn't imperative.

+1 my son had no heater but the temp was ok turns out the expansion bottle was empty toped up the cooling system and all was ok I keep telling him he must must keep an eye on the coolant level
