FL2 trouble starting - glow plugs recently replaced no light on dash

Hi all

It was cold monday (+1 degree) and my FL2 didnt want to start first time. I noticed the glow plug LED on the dash doesnt come on and I don't think it ever has since I've owned it (since July) although its been warm.

Looking through the immaculate paperwork that came with the car the glow plugs and battery were replaced in March.

I've read loads of posts on the forums and thought I'd check the fuses and relay before taking it to garage.

I've checked fuse 1 (5 amp) but cannot fathom how to access fuse 4?!? Screenshots attached. Theres a cover over fuse 4 which I can take off, but how do I access the fuse itself? It looks to be bolted in. Should I disconnect the battery before attempting this?

Some of the other relays have the same number on top, so presumably I can swap these around to test if this is at fault?

It's probably a fusible link, which will be obvious if it's broken. What year is it, as the glow plugs changed from 11 Volt to 5 Volt, and fitting the wrong type has been known.

FL2 2010. I bought it in August. Its possible they fitted the wrong ones I guess. From what I've read its possible to test the voltage drop via the cigar lighter? I'll check on that.
looking down the side of the fuse box I can just about make out the 60amp fuse, but have no idea how to access it without removing the air filter. Does that sound right?

I've never needed to look at my fuse, as my glow plug issue was the plugs. The glow plugs don't last long on these engines though, but the fuses seldom fail.
The air filter is easy to remove, it's just the hose clamp then the filter housing just pulls out of some rubber bungs and a pipe at the front.
