Expansion tank pumping over

Hi should the expansion tank be running over when cold. As in the small pipe from the top of the radiator running into the top of the tank? Thanks

Yes, its a constant flow with the engine running. When you say running over, you mean a flow of water from that small pipe, rather than the tank overflowing....
