Ill re-check all the pipes etc tomorrow.
It acts like a sticking throttle but the throttle is returning as normal, as is the butterfly.

As DD said. Timing could make the engine and exhaust run hot. This would throw the timing of optimum and slow the engine down.
Are you sure the IACV isn't stuck open?

Just went out a re-checked all of the pipes and manifold. Nothing.
Started her up and sat at 2500, then put my foot on the accelerator and pushed up to 4000. foot off and doesnt drop.

Just a thought on this.
Check that the cam cover vent pipes are on the correct stubs. There are 2 sizes of breather, one large and one tiny. You can't tell which is which without looking at the inside of the cam cover or probing with a small dowel. If the largest outlet is going to the manifold, this would cause the revving you are getting. The larger output should go to the throttle body. The outlet with the tiny hole must go to the manifold
