Electrical problems Defender 90 300tdi

Electrical problems is when I turn the lights and heater on the window wipers start up turn over once then stop
Can anyone help? :doh:

Sounds like an earth fault to me somewhere along the line but apart from check yer earths I can't offer owt more sowie
