What I know on this subject can be written on a postage stamp but a generally reliable friend has told me that removing the EGR vacume pipe and blocking it off so that no air can enter the EGR is a short-cut method of blanking the EGR off as it then cannot operate. Could it work? Any views on this?

Have a look in the 'common faults and questions' Section, Theres an EGR removal guide type thing.

Suppose itd work, but it'd be easier to blank the air intake off (vacuum is then useless) or just remove the thing completely, and bin the bugger!!
