My 2006 Discovery 3 has no driving lamps or headlight washers.
My question is if I buy a bumper with driving lamps and headlight washers what else do I need to do ie wiring loom water connection pump etc. All advice will be a great help.

Maybe not too much help, and maybe completely different but on my d2 the electric plugs were there for fog lamps whether it had them or not, so maybe duck under and see if you can see a couple loose connectors. Not so sure about the washers but I think the ones on my old one just had bungs in the holes on the tank where they would come out.
I think Gary @gstuart might be able to help you a bit better though, and I dont know how to tag members.. wait yes I do :p

plus 1 what @Jamiegreen mentions ref the plugs , they should be behind the drivers side headlight along with a junction for the washers , have to remove the bumper for that last bit

then the looms for the lights

are ur trying to convert the front from a D3 to a D4

u will indeed also req a diagnostic to activate them

ps, lastly , plse pop over to the introduce urself section :)

Regarding the headlight washers, if they're anything like the D2 they use a separate high pressure pump fitted into the existing washer fluid bottle. The electrics for the D2 headlight washers are controlled by the Body Control Unit (BCU) so that they only activate when the headlights are on and iirc only every third operation of the front screen washers.
When you refer to "driving lights" in relation to the front bumper, I presume you're actually talking about a pair of low mounted fog lights built into the front bumper. Driving lights are often called spot lights and mounted on but above the front bumper.

Legally only need headlamp washers if you have xenon headlamps, they also use a lot of fluid.
