Discovery Rear Inner wings

Whilst browsing came across a couple of inner wing sections but noticed that the
3 door one is different from the 5 door one.
The 5 door one has a cut out whereas the 3 door doesn't. When fitted what should the cut out be filled with?
I'm just about to repair a 300 on the inner arch and am puzzled by this

C pillar and rear door arch?

its to the other side of the top of the arch.
If I stick my hand up behind the outer panel directly above the rear wheel there is the cut out that can be seen in the image above. I thought that this should be closed over and was going to patch it but after seeing the image I'm not so sure

seat belt mounting?

The seat belt mounting is still intact and is part of the rear arch.

appears that I need the arch repair plate to close the hole off?
