As the temperature is normal and the fans aren't coming on, is it actually boiling or are the bubbles from a blown head gasket again

Coolant system could be loosing pressure, causing 'boiling/cavitation'
Could be hgf, then again a leaky cap, leak in a join, rad, heater matrix would all show same symptoms.
Fans dont come on until system is about 108 oC. With lack of pressure, temp would never reach this. pressure 0.9 - 1.2 bar
