Defender 90td5 hole in bulkhead

Hi all anyone know what the holes for on the passenger side footwell/bulkhead and should it have a grommet or plug of some sort ,I do get water in that footwell suppose this May be the problem , the hole looks around 40mm any advice would be appreciated

Just put a bung in it and forget about it! No point worrying about it unless it's a rust hole!

It is for the air conditioning gubbins to pass through. When I removed the a/c from mine because it was crap I just found a correct sized rubber bung and siliconed it in place.
