fuses, in car and under bonnet? have you checked them all?

could be the brake light switch as it is connected. I have a Peugeot 207cc where the cruise wouldnt engage consistently. Digging around the net the brake light switch was the culprit, new switch and problem solved.
This may be the issue with your cruise esp as you say brake lights arnt working!

+1 brake light switch or clutch pedal switch would stop it too

+2 brake switch, try to adjust it first if no joy replace it as it works on two contacts and one might be good the other not
let's hope it's not some hidden wiring issue though

and didnt you see the diff-lock warning while you pushed the brake?
